In recent years, energy-intensive companies in the UK have faced operational uncertainty and increasing expenses. In light of this, the government has announced the British Industrial Competitiveness Scheme (BICS), intended to address these pressures by reducing electricity costs for eligible manufacturing businesses. The scheme targets manufacturing frontier industries within the Industrial Strategy’s growth sectors, as well as foundational industries that supply them. 

The BICS initiative aims to support 7,000 UK businesses by cutting electricity costs by up to 25%, reducing eligible companies’ bills by between £35 and £40 per megawatt hour.  

Understanding BICS and Its Aims 

The government’s rationale for introducing BICS is rooted in the impact of sustained high electricity prices on economic performance. Evidence from other advanced economies shows a clear link between elevated energy costs and reduced economic activity. While many countries have experienced rising electricity prices in recent years, UK industrial electricity costs have increased more sharply than those in comparable economies. BICS has therefore been developed with two core objectives: to support economic growth and to protect the foundations of the UK’s industrial economy.

BICS is designed to help UK manufacturers remain competitive globally, particularly in light of high electricity costs compared with other G7 economies. By reducing these cost pressures, the government aims to support investment, protect jobs, and strengthen the country’s industrial base.

The scheme is expected to launch in April 2027 and will focus on manufacturing businesses operating in frontier industries, such as automotive and aerospace, as well as foundational sectors within their supply chains, including chemicals. These sectors support the government’s priority growth areas, often referred to as the IS-8, which include advanced manufacturing, clean energy industries, creative industries, defence, digital and technologies, financial services, life sciences, and professional and business services.

Businesses within these sectors that meet a certain threshold of electricity intensity could be exempt from paying the indirect costs of the Renewables Obligation (RO), Feed-in Tariffs (FIT), and the Capacity Market (CM).

Eligibility for the BICS Scheme

The proposed approach to and eligibility for BICS is currently under consultation, and thereafter, the government will publish its response. At this stage, the government has confirmed that businesses must:

  • Operate within eligible frontier or foundational manufacturing sectors
  • Meet a threshold of electricity intensity relevant to their business

The scheme will apply across England, Scotland, and Wales and will require formal legislation to be implemented. The consultation explores how to fairly determine eligibility, including ensuring support is directed where it will have the greatest economic impact.

Businesses will need to provide basic verifiable information such as company registration, sector classification, and energy supplier details to demonstrate eligibility once the scheme launches. Further guidance is expected once the consultation closes and the scheme is finalised.
